I recon you could drown a fish by placing it in a liquid that lacks oxigen, for that would technically be drowning:
Drown
To die by suffocating in water or another liquid.

Sharks (and probably other fish too) will drown if they stop swimming because they lack the ability to actively pump water through their gills (and so if they stop, no oxygenated water gets to their gills, no oxygen for the shark, so suffocation). So yes, it is possible for a fish to drown.

Yeah, well even non-shark fish will drown in distilled water, so I'm guessing one of you gets it, but I can't be assed to decide which.

Yes, but I believe a more technical definition of drowning is the process of taking water into the lungs. So the answer is yes and no, depending on whether the fish in question has lungs.
Or you could just go with what's already been said.

I believe that sharks are unique in this due to their lack of a swim bladder (an organ full of lighter than water substances, which I don't know). This means they are sort of "flying" underwater, and sink if they stop.
