Hint: Itīs developer has AFAIR 1000 M113 in service, but sanctions where applied against them so they couldnīt buy more and they developted this. On some Webpages it is writen that it is only an upgrade for existing M113, but AFAIK this is wrong.

No. Why should the US apply sanctions against Japan which they would hinder them to buy M113?
Hint: That will make it much easier: It is from Pakistan.

Hmm, i only know the pakistani to have employed the M113 and BTR-70 (?).
Since it's not a M113 and clearly not a BTR-70, i'll need to dig a bit deeper.

Right. It is the Al Talha (I think you just spelled it wrong.). As said AFAIK it is not an upgrade. It is completly developted and build in Pakistan. Using an chinese engine. There are some moe differnces between it and an M113. For example the driver and engine positions are switched and firing ports are added on the sides.
That they develop an APC close to there M113 fleet is understandable.
