Right, it's not a capacitor. It's a material used as a coating in a capacitor, specifically a "colloidal dispersion" that forms a thin film on surfaces such as glass. A graphite "paint" of sorts. The inner and outer layers in a capacitor can act as the plates. _________________

Ferric chloride indeed - as if that'd fool anyone who knows chemistry . It's usually used in cleaning water, eg sewage or tap water . _________________

I never said it was added to it - you misread "cleaning" for "adding" methinks .
As for what it is, well aside from the corrosive liquid bit above, it's a "Lewis acid", whilst its chemical forumula is FeCl3 (and that's without Wikipedia ).
